2021 KID Municipal Election

The 2021 Municipal Election will take place on October 16, 2021.
 
Nominations are being sought for candidates in the following four KID wards:
  • Large Business
  • Small Business
  • Non-commercial Residents or Ratepayers
  • Lower Kananaskis Lake Subdivision
All nomination submissions must be finalized, including the affidavit, and submitted prior to September 20, 2021 at noon. Nomination Form 3 can be submitted:
NOTE: if you are submitting Form 3 via email, the returning officer will contact you to schedule a time to complete the affidavit. The affidavit must be completed prior to noon on September 20, 2021. All submissions accepted at the KESC will have the affidavit performed at the time of submission.

Why do we need candidates for a 2021 KID election?
 
Municipal councillors in Alberta have four-year fixed terms. The current KID councillors’ term expires on October 16, 2021.

How does someone become a candidate?
 
The prescribed form (Form 3) must be completed by a ward member to become a candidate.
  • Every nomination of a candidate shall be in the prescribed form and signed by at least 5 electors eligible to vote in that ward on the date of signing the nomination, and shall be accompanied with a written acceptance signed in the prescribed form by the person nominated, stating:(a) that the person is eligible to be elected to the office, (a.1) the name, address and telephone number of the person’s official agent, and (b) that the person will accept the office if elected.
  • Only an elector who is eligible to vote in the ward for which a candidate for election is being nominated may sign the nomination of the candidate.
  • If a nomination is not completed appropriately, or is not received by the Returning Officer before noon on nomination day (September 20, 2021), the returning officer shall not accept it for filing.

When can someone submit a nomination?
 
Nominations shall be accepted Monday through Friday from 8:15 a.m. until 4:30 p.m. between January 1, 2021 and noon on nomination day (September 20, 2021).

Nominations must be submitted in the prescribed form to the Returning Officer:
 
Note: if prescribed forms are submitted electronically, a time prior to the close of nomination day must be scheduled with the Returning Officer or deputy to complete the Form 3 sworn affidavit.
 
What are the qualifications of a Candidate?

See section 21, 47(1), Local Authorities Election Act
A person may be nominated as a candidate in KID's municipal election if on Nomination Day (September 20, 2021) they are:
  • at least 18 years of age;
  • a Canadian citizen;
  • a resident or elector of KID in the ward they intend to run in for at least 6 consecutive months before Nomination Day (March 20, 2021); and
  • not otherwise ineligible or disqualified under the LAEA.
Ineligibility for Nomination as a Candidate

A person is not eligible to be nominated as a candidate in any election under the LAEA if on Nomination Day:
  • the person is the auditor of KID;
  • the person is an employee of the KID unless they have taken a leave of absence;
  • the person is indebted to the County for taxes in default of more than $50, excluding current taxes;
  • the person is indebted to the County for any debt exceeding $500 for more then 90 days; or
  • the person has, within the previous 10 years, been convicted of an offence under the LAEA, the Election Act, the Election Finances and Contributions Disclosure Act, or the Canada Elections Act (Canada).
All instances of ineligibility can be found in sections 22 and 23 of the LAEA. It is the responsibility of the candidate to ensure they are eligible for nomination.
